What Is a Salary Voucher or Payslip in Singapore?

A salary voucher, also commonly called a payslip or salary slip, is an itemised document that breaks down an employee's earnings and deductions for a specific pay period. In Singapore, the Ministry of Manpower (MOM) has made it a legal requirement for all employers to issue itemised pay slips to employees covered under the Employment Act since 1 April 2016.

Whether you call it a payslip, pay slip, salary slip, or salary voucher, the purpose is the same: to provide transparency so employees understand exactly how their salary is calculated, what allowances they received, what deductions were made (such as CPF contributions), and what their final net pay is.

Our free online payslip generator helps Singapore employers create professional, MOM-compliant itemised payslips in minutes — complete with automatic CPF calculations and PDF download.

MOM-Compliant Itemised Payslip Requirements

Under Singapore's Employment Act, every itemised pay slip must include the following details. Our payslip generator covers all of them automatically:

1
Full name of employer
2
Full name of employee
3
Date of payment
4
Basic salary and pay period dates
5
Fixed and ad-hoc allowances
6
Additional payments (bonuses, rest day pay, public holiday pay)
7
Fixed and ad-hoc deductions
8
Overtime hours worked
9
Overtime pay
10
Overtime payment period (if different)
11
Employee CPF contribution
12
Net salary paid in total

Automatic CPF Calculation on Every Payslip

Central Provident Fund (CPF) contributions are a core part of Singapore payroll for Citizens and Permanent Residents. Our CPF payslip calculator automatically suggests the correct contribution rates based on the employee's age, applying the latest rates effective from 1 January 2026.

The calculator respects the S$8,000 monthly Ordinary Wage ceiling, meaning CPF is only calculated on the first S$8,000 of gross monthly salary. You retain full manual control to override any value if your situation requires custom rates (e.g. graduated PR rates or additional wage calculations).

For foreign employees on Employment Pass, S Pass, or Work Permit, CPF does not apply. Our tool handles this seamlessly — simply select "Foreigner" and the payslip will be generated without CPF lines.

Frequently Asked Questions

Is it mandatory to give payslips in Singapore?
Yes. Since 1 April 2016, Singapore's Ministry of Manpower (MOM) requires all employers to issue itemised pay slips to employees covered under the Employment Act. Failure to comply can result in penalties of up to S$400 per repeated infringement.
What should be included in a Singapore payslip?
An MOM-compliant itemised payslip must include: employer and employee full names, date of payment, basic salary, start and end date of salary period, allowances, overtime hours and pay, bonuses, deductions (e.g. employee CPF contribution), and net salary paid in total.
How is CPF calculated on a payslip?
CPF contributions depend on the employee's age and citizenship status. For Singapore Citizens and PRs, both employer and employee contribute a percentage of ordinary wages (capped at S$8,000/month from 1 Jan 2026). For example, an employee aged 55 and below contributes 20% while the employer contributes 17%. Our generator auto-suggests the correct rates based on age.
Can I generate a payslip for a foreign employee in Singapore?
Yes. Our tool supports foreign employees with FIN (Foreign Identification Number). Foreign employees do not have CPF contributions, so the payslip will show gross pay and any applicable deductions without CPF lines.
Is this payslip generator free?
You can generate up to 10 salary vouchers or payslips without signing up. Registered users get unlimited generations with the ability to save companies, employees, and voucher history.
What is the difference between a salary voucher and a payslip?
In Singapore, both terms refer to the same document: an itemised statement of salary breakdown. "Payslip" and "salary slip" are the most commonly used terms, while "salary voucher" is also used by some employers. Our tool generates MOM-compliant documents regardless of the terminology you prefer.
Does the generated payslip meet MOM requirements?
Yes. Our template is designed to include all 12 required components specified by MOM for itemised pay slips. It covers employer details, employee details, salary period, basic pay, allowances, overtime, deductions, CPF contributions, and net pay.
Can I download the payslip as a PDF?
Absolutely. Once you fill in the details and preview your voucher, you can download it as a professional PDF ready for printing or emailing to your employees.
Who uses this payslip generator?
Small and medium enterprises (SMEs), startups, HR managers, domestic employers, and freelancers who hire part-time staff in Singapore use our tool to create compliant payslips quickly without expensive payroll software.
How soon must I issue a payslip after paying salary?
MOM requires that itemised pay slips be issued together with salary payment. If that is not possible, they must be issued within three working days of payment. For termination or dismissal, the payslip must be given together with any outstanding salary.
